Mexican President Felipe Calderon, left, shakes hands Tuesday with Juarez Mayor Hector "Teto" Murguia and Chihuahua Gov. Cesar Duarte looks on. Calderon was in Juarez to promote public health care, among other things. During a speech, he pointed to the recent arrests of high-level crime figures as a sign that Mexico is winning its "war on drugs," according to Juarez and El Paso Media. Calderon also met in private with Juarez business leaders -- a meeting that was called at the last minute. (Photo courtesy city of Juarez)
