Five candidates for New Mexico State University’s senior vice president for administration and finance will be interviewed on campus Dec. 5-9.
“We are glad that now the schedules for all five of the search committee’s recommended finalists will allow for them to interview on campus,” said Wendy K. Wilkins, search committee chair and NMSU’s executive vice president and provost. “We are thankful that all of the candidates were able to make themselves available to come to campus before faculty and students leave for winter break.”
Candidates for the position include:
- Andrew A. Cullen, associate vice president for budget, University of New Mexico, to interview Dec. 5
- Angela M. Throneberry, interim senior vice president for administration and finance, New Mexico State University, to interview Dec. 6
- David Heron, vice president for finance, Nova Southeastern University, to interview Dec. 7
- Juan R. Sandoval, vice president for administration and finance, Midwestern State University, to interview Dec. 8
- Douglas H. Vinzant, vice president for administration, University of Wyoming, to interview Dec. 9
An open forum will be held at 2:30 p.m. each day for faculty, staff and students to meet the candidate being interviewed.
Cullen was appointed associate vice president for planning, budget and analysis at the University of New Mexico Jan. 1, 2008, after having served UNM in various capacities for the previous 19 years. Prior to his current position, Cullen worked primarily in facilities construction and management, and most recently led the effort in developing and implementing the finance plan for the university’s Capital Renewal Improvement Program that is evident throughout the UNM campus. In his current position, Cullen oversees all aspects of the university’s main campus budget and finance operations and the consolidation and reporting of all fiscal matters related to the main campus, Health Sciences Center and branch campuses. Main campus operations include: state reporting and compliance, budget training and monitoring, capital project budget and schedule approval and all aspects related to the investment of operational and capital funds. Cullen received a bachelor’s in finance and accoun ting in 1986 and a master’s in landscape architecture in 2005 from UNM.
Throneberry began her career with NMSU in 1991 in the Financial Reporting Office. During her tenure with the university, she has held a series of positions with increased responsibility, including assistant athletics director for business, director of financial operations, director of auxiliary business services, assistant vice president for auxiliary services, and associate vice president for administration and finance. Before joining NMSU, Throneberry worked in public accounting as an auditor for both KPMG Peat Marwick and Arthur Andersen.
Currently, she serves as the interim senior vice president for administration and finance. In this position, she is responsible for the university’s financial and administrative operations, including budget and planning; human resource services; accounting and financial reporting activities; university accounts receivable; procurement services and risk management; auxiliary services; information technology and communications; and facilities and services. Throneberry is a certified public accountant and graduate of the NMSU College of Business, earning her bachelor’s in accounting in 1987.
Heron has a bachelor’s in economics from the University of Florida, Gainesville. After graduation he pursued a career in public accounting in New York and later in Florida. His career in higher education began at the University of Florida where he served as an assistant controller. After earning his master’s in accounting in 1980, Heron assumed the controller position at Richardson Medical Center, an affiliate of Baylor University Medical Center in Dallas, Texas. Upon achieving the position of vice president, he was appointed to the position of senior vice president and treasurer of Heartland Health Systems in Kansas City where he worked closely with the University of Missouri, Kansas City. He then served on the Governor’s Select Committee for Medicaid and was a regular at the legislature in Jefferson City. In 1990, he was appointed vice chancellor for administration and finance at the University of Arkansas for Medical Sciences, one of the six universities of the University of Arkansas System. In 2000, Heron moved back to his home state of Florida working as the vice president and CFO at a large private university in Fort Lauderdale, Nova Southeastern University. Heron holds CPA certificates in Florida and Arkansas and is a licensed Nursing Home Administrator.
Sandoval has more than 25 years experience in higher education, with 15 years as vice president/chief business officer in two different institutions, Midwestern State University and the University of Texas at El Paso. He served as an accountant with the City of Sacramento, California, and with UTEP as chief business manager in the Division of Student Affairs, assistant comptroller, comptroller, assistant vice president and vice president. He also is a former executive director with the El Paso Independent School District and accounting department manager with the El Paso Life Management Center. He is a member of the National Association of College and University Business Officers, Western Association of College and University Business Officers, Southern Association of College and University Business Officers and past treasurer, secretary and president-elect of the Texas Association of Senior State College and University Business Officers. Sandoval is a graduate from the Stanf ord Institute for University Business Officers and the Santa Barbara Western Association of College and University Business Officers’ Training Institute.
Vinzant was appointed vice president for administration at the University of Wyoming in June 2009. In this role, he serves as the chief financial officer for the university and deputy treasurer to the Board of Trustees. Before joining the University of Wyoming, he was employed in administrative roles at the University of Illinois from 2002 to 2009, Arizona State University main campus from 1995 to 2002, and for 13 years in Washington State working for the Office of Financial Management, Central Washington University, and Eastern Washington University. He holds a doctorate and master’s in public administration from the University of Southern California and a bachelor’s in political science from Mississippi College. His scholarly publications have focused on strategic planning and management, budgeting, and total quality management.
